It's no harder to set this up than to setup an account service is it? Not defending City here, but without much effort you can still get exact same result. They ring up.  But that's the problem, is that they are now having the accounts closed (it appears from the OP) and therefore they now have to carry cash and get and submit receipts whereas before they just ordered the taxi and got in it and their organisation paid. People including me suggested switching to using the app as that would mean centralised card payments and receipts once setup, but perhaps someone who is blind or has hand co-ordination or mobility issues can't use it, so we are back to square one.
