It was never 53%  In 2013 there were 5.7 million people working in the public sector, which is the same as in 2002; not that much of a change from 2014/15, but there are still more cuts coming. And public sector workers may have lost their jobs, but if the work still needs to be done, private sector took their jobs on lower pay, their pay may be topped up by tax credits.
