Sheffield council bidding for properties to rent

I was wondering if someone could help me. I put a bid on a house. on the Sheffield property website. It said I was second in the queue, once bidding had finished I checked "my bids" and it said bid unsuccessful. A few days later I was back checking new properties to bid for and checked my bids again, it now says bid open. Does anyone know what this means.
