Then they can learn to be much more effective thieves, and also receive a criminal record so they can't gain employment and have to finance their lives by other means. I would be interested to hear your comments.To be honest, I'm not intelligent or educated enough to know how to effectively rehabilitate petty thieves - that I have to admit. But I do know from experience that prison, in the vast majority of cases, does not effectively rehabilitate young offenders. (I'm sure there are exceptions.)
