Ghozer   112 #2 Posted August 20, 2015 no, because how would your phone know where to go/how to connect to it, if it wasnt connected to the internet in someway.  something like this...  http://www.gearbest.com/ip-cameras/pp_193393.html  you plug into your router, then you can access it from anywhere (Via phone or browser) - but the camera still needs to be plugged into your router, and the router turned on and connected at all times...
