For a long time the authorities were afraid investigating and prosecuting them for fear of being seen as racist. The same thinking even applied here before any cases were brought to court when threads mentioning the problem would be instantly deleted.  i note that a labour mp has accused jeremy corbyn of sitting on a cover up of grooming scandals in his london constituency.
