The vast majority of offenders are not paedophiles (freaks on nature), just men with no respect for females... especially non-Muslim females. They at bound by a depravity that is a product of upbringing.  Of course, Muslims don't have exclusivity when it comes to depravity and abuse of women but they do have a grossly disproportionate problem that has not been challenged because of politically correct blindness of the sort you display. They were raised with the same attitudes and beliefs about woman (especially Western women/girls) and as such it is possible for 60 different men to be approached by the initial abuser and for all to kindly accept an offer to share instead of reporting the abuse.  The disgraceful culture within the public sector is also exposed by these scandals. A culture of politically correct paralysis where fear of the racism label is overarching. A culture where people have been conditioned to believe, at least to act, as if cultural diversity is all good. We have failed to address the fact that some cultures have values not aligned with our own and failure to challenge that has facilitated abuse. People should think on that before shouting 'racist' every time someone dares challenge a trait/belief/ practice from a foreign culture.  Islamic culture nurtures too many men to thinking women, especially non-Muslim women, are lesser beings. It is just one of several cultural problems that need addressing urgently if those practicing it are to continue to be tolerated by wider society.
