What does the council do to ensure its tenants behave properly?

It doesn't sort out the issue of problem tenants, all it does is ensure that the tenants are getting good accommodation and if the house is furnished you have to show the tenants how to operate things and make sure instruction manuals are present.

It doesn't prevent the tenants from making neighbours lives hell though...

you would have thought after all this time that landlords would not want to rent to the roma/slovak after all the problems but time and time again some landlords are still renting out to roma do these landlords never learn , do you want your property smashed up ? or is it a case of let get the money off the rent then ask questions later seen it many times . the lesson here is vet your tenants then vet them again .
