They put the signs up AFTER they had started working and none of their vehicles (apart from the ones doing the work, which blatantly were not filming anything) moved during the work. It looked to me (although I could be wrong on this) that they were avoiding the parked cars on purpose. Basically starting as far from them as possible and then when they got near them crossing the road and doing a different bit instead of following on from what they'd done. Certainly not the well planned experienced manner Planner1 claims they carry out their work in.  It could as someone else has already said on this thread be a case of they weren't supposed to be doing that bit so they were cutting corners so they got the job done without getting into trouble.
