I got a shop in Hillsborough square, today when I came and saw like 10 black bin bags outside my shop.

help what do I do? any council number I can call and report this?

https://www.fixmystreet.com/ is a good way of reporting fly-tipping; they pass your complaint on to the council, but it stays up on their website so everybody knows when it gets fixed or not.
