As ive already pointed out we dont know the bus driver broke the law. It was very short clip, he could have pulled up in the next available bus stop so as not to block the roads. The cyclist says his front brake cable snapped (under extra load because he was emergency braking, maybe).  Also, he was riding fixed, so his rear braking would be limited, and it means we don't see when he actually first tries to slow down, as his legs continue to turn. Thats a good point. If it was the case then let it be a lesson to all cyclists that properly maintaining you bike is essential or you could have a nasty crash.
