I have to disagree with this. There are usually 3 terminals in a ceiling rose or similar: one is neutral; one is permanently live; the remaining one is for the switch wire. So you can see that even if the switch is off there will be a terminal that is still live.

person who came told me it would be fine if the bulb is out and don't need to cut all the power to lights, as nothing to complete the circuit if the bulb is out.

 

If anyone knows different though please let me know!

 

roof does need sorting but if its safe enough with bulb out id rather have lights in the other rooms in the meantime. there's no signs of water staining anywhere else and this ceiling was like this months before water came through. I did advise of this when it first appeared and someone looked but nothing got done as she failed to accept there was a roof problem.
