Apprently, Halifax council was got on the wrong side of a solicitor they tried to pin a parking ticket on, so he looked into the legality off the ticket, and found it could not be inforced.  Well, thats the legend anyway.  Heres a extract from Halifax councils own website:  On street parking charges in Halifax town centre are being temporarily suspended as we have become aware that our traffic regulation orders (TROs) in these areas cannot currently be legally enforced. roosterboost   10 #30 Posted December 22, 2014 (edited) most of the car parks in the city centre are privately owned and so the council have no control over what they charge.  i suppose the council could offer some sort of subsidy to the car park operators but for it to result in any meaningful discount then vital services would have to be cut.  so i guess the question you need to answer is how many children are you willing to see abused because social services has been cut so you can park a couple of hours in town for nothing?  The council could open car parks on the dozens of vacant lots around the city centre if they chose to do so. The fact that they don't probably indicates that there will be more vacant lots around the city centre.  There seems to have been more than1400 children sexually abused in South Yorkshire in recent years. The councils seems to have turned a blind eye to that too. Perhaps if our city centres were a little busier there would be revenus from council tax and stall rents at the Moor Market that could fund social services. Why would anyone want to drive to the city centre , navigate their way around the councils maze of a road system , only then to be right royally ripped off to park by private car parks AND the council. Just give the place a swerve .  I'm with you on that one !! And so it seems are thousands of others!! Meadowhall was chocca  And yet, numerous private car parks continue to exist with these prices without going out of business, so one can only assume that people are navigating the Council's road system, are paying what they feel is a fair price and are finding some worthwhile reason to be in the city centre... Where are these "dozens" of vacant lots?  If the sites are privately owned, the Council would need to lease them and bring them up to an acceptable standard. In some areas of the city, the going rate for parking is £2 per day, so if they had to spend a large amount on the site, it wouldn't be viable.  The fact is that there is no shortage of parking spaces in the city centre. Perhaps you would like the council to be able to commandeer any bits of random land it likes?  Would that land be suitable to park on?
