Who to complain to: position of skip on our road

I may be wrong, but reading the post it seems the OP is very bothered about the parking space it's taking up, maybe this is the root cause of the complaint? Maybe outside the OP's house?

It's the council you need to report it to, but it's unlikely they'll do anything.

It may differ area to area, but where i live the council were out in 24hours, and lights applied to the skip and licenses put in place. (it was my neighbour

I think legally the skip if parked on a public hyway has to 1 have a licence and2.have some form of warning light on it and cones to make motorists aware.

it is also the skip drivers responsibility to ensure it is left in a safe place.
