I would hazard a guess, although I have no proof, that the more wealthy you are the more likely you are to vote Conservative. Ergo Conservatives would like poor people to become wealthy so they vote Tory.

I suspect the reverse is true also, the more drone workers there are (or immigrants for that matter) the higher propensity to vote Labour. Therefore the Labourites are keen to keep people poor.
