Did you get all the air out of the system by turning the steering wheel slowly from lock to lock before you started the car?  If not an air lock could have caused the fluid to overflow onto the engine and cause the smoke (as previously suggested by speleo1).  Check the fluid level again and get any air out of the system before you start the car. It is harder to turn a power steering rack when the car isn't running and you need the pump to be running to allow the air to bleed out in the first place!  Bec, did the car cut out or the steering cut out?
