It's worth noting that that report was prepared under Corbyn's leadership and events have superseded it - Sir Keir Starmer did more on anti-Semitism in 'four days' than Jeremy Corbyn, claim Jewish leaders

It's never asked me to pay any money - though I block JavaScript by default so maybe that's causing it.

The answers are in the articles but you seem determined not to read them. Here's a quote from one of them which sums up what Starmer is doing differently.

Underlining his determination to tackle Labour's long-running anti-Semitism scandal, Sir Keir confirmed that he would press ahead with establishing an independent complaints system. 

Addressing four Jewish leadership groups via video conference, the 57-year-old said he would be demanding a report on all outstanding cases in the party by the end of the week. 

He also confirmed that he intended to roll out training on anti-Semitism for all Labour staff "as soon as practically possible" and acknowledged the importance of changing the party's culture.

 

Another quote from one of the articles:

"Keir understands, in way that his predecessor never did, that anti-Semitism in the Labour Party will never change without the leader setting the tone and culture of the organisation."

That highlights the problem of Corbyn's weak leadership in failing to address the issue.
