And will we be testing 12, 13, 14 year olds? Or perhaps they won't be allowed to cycle to their friends house anymore.  Will they be issued with a license? Who will pay for the administration costs, which will far exceed the benefits. What use will the license be, will the police stop cyclists and check this license? They'd also need an IQ of 180.  OK. I'll concur with what you say about kids. They should have to take their Cycling Proficiency Test before cycling. That would be a parental responsibility. Not sure how it could be enforced. Adult cyclists? Again, not sure that could be enforced.  For drivers that would not be a problem. Once they've got their full license then refresher test every 5 years. A good driver with no accidents and/or traffic ofefnces could be increased to 10 years. For bad drivers this could either be reduced to 2 or 3 years and they'd have to take an advanced test which they'd have to pay for. And why not!  Admin costs?  Less accidents would save costs all round. These are just an example of some of the possible savings. This would not, of course, apply for all accidents.  Police costs. Reduction in accident claims. We'd all have cheaper insurance. Medical costs, should anyone need medical attention. In the worst case, such as for KSI, emotional costs for families and/or close friends of those involved. Less congestion on the roads. How many times have you been delayed due to a road accident, regardless of your involvement.  I'm sure there are others costs not listed. They certainly won't be tracing the number plate, unless you want to introduce bike registration as well!  As you well know, this is about cycling on the roads, not in parks or other safe areas.  Only the most irresponsible of parents would allow their 5 year old to ride their bike on the public roads... and really no under 16s should be cycling on the major roads (definitely not without some approved cycling training), for everyone's safety. Cycling in a park would be perfectly fine for 5 year olds (although at that age, you'd expect decent parents to be monitoring them).  Cyclists would pay the administration costs of course, just like motorists have to do for their licences? After all, as there are so many benefits we're always told about, and also no petrol to pay for (or VED), it's hardly a large burden if they are responsible cyclists. Wouldn't you approve of some kind of bike registration scheme, if that then provides a potential extra layer of traceablility if someone nicks your bike, for example? It doesn't all have to be a negative thing - and would help to root out some of those cyclists who do give the rest of you a bad name at times.  If you're prepared to blow hundreds of pounds on a fancy bike, a little extra is hardly a deal breaker is it, especially if you are serious about using it on the roads.  Of course, it will never happen.
