Fluoro yellow/green peace garden fountains

So thats what it is. Thought some students had been on the Berocca!

I also thought it was due to the lack of public toilets.

Yes, it's definitely fluoroscein which is an extremely potent dye. Just a small pinch will dye a lot of water. It's so strong that it's used in speleology for tracing underground river systems in caves. They add it at one end and see where it appears at the bottom of the mountainss days later.

 

It won't glow in the dark, but it glows very strongly under Ultraviolet light. so much so that in normal sunlight it appears extra bright because of all the UV in sunlight.
