It sounds pretty sensible to me. You don't have to use them unless they are needed. It is when they are needed and you don't have them that you look bonkers.

There is a lot of low life scum about. It is rather like nuclear weapons. They are very unpopular amongst folk who might cause them to be used.

 

I expect there are a lot of folk who would prefer he didn't take precautions so if there are riots where water cannon would be needed they could say he wasn't prepared.
