Where does it say that & why haven't they emailed people like they usually do?

click on sell on the header of your ebay page and it has a pop up banner ad(on mine) that gives you all t&c'c. It is only for today

"List up to 100 listing(s) (with a starting price of £1 or more) in an eligible category using the 10-day auction-style listing format, starting on Thursday 31 October 2013 and ending on Sunday 10 November 2013 on eBay.co.uk, and you will not pay an Insertion Fee per listing".

Have they cottoned on to people starting @99p to avoid insertion fees i wonder.

You're allowed 100 x 99p insertion fees per month the offers mean you can fix the starting price at what you want
