my neighbour says I could get in trouble for this,is this true?

 

i don't think so. obviously its unpleasant for you and the neighbour that the cat is killing so many birds but i don't think you can be held legally responsible for what your cat does whilst he's out.

you could try to get your cat to play more with chase sort of toys, see if you can wear some of the hunting instinct out in the safety of your own home before he goes out to play?
