I agree with above, don,t think its a painted earth cable..but old twin and earth. A MUST fix,don't touch.

Just out of i.terest does the fuse board have

an Rcd unit

if it does, it either isnt working, or isnt covering that circuit, and with the age, and the fact that its probably a cooker, its likely on the non-rcd side of a split load board

are you sure thats supplying the whole kitchen, or is it just supplying the cooker...

either way you cpc is compromised......get it fixed or isolated asap
