Are they mad?  Except that they haven't.  Peter Mandelson was appointed High Steward of Hull back in May and in that role he sees it fit to support promotion of the city ... including their bid for City of Culture 2017.  They are competing against Leicester, Swansea Bay (Swansea, Neath Port Talbot and Carmarthenshire) and Dundee.
