Blue tarpaulin outside house on Elm Lane

What's happening with house on Elm Lane with a blue tarpaulin hanging over the front garden. Whenever I go past there may be up to 40 people sat outside and on the pavement. Is it a church or what ,would hate to be a neighbour there!!

Isn't it a bit further on towards southey green away from lane top ? Going past the school and it's on right hand side. Went along there the other week and they had the black leather 3 piece suite out front too ?

This is across road from my friends house. She said that the young lady (32) who lived there with her family passed away recently and since the day of her passing the people have all been there. Appparently they are there from early morning until early hours making lots of noise.
