There needs to be reform and reduced tax on alcohol. Alcohol duty is a regressive tax anyhow, it affects the poorest the most and drives inequality.  YeGods. Is this the same"poor" that buys the cheap beer from the supermarkets? Pubs are failing for many reasons most of which have little to do with class.
