If you want to circumvent the rules and protocols you cant work on/in the system, If you want to circumvent the inspection you must use encryption, encrypted info could be quite easily delayed (indefinitely) until the information is decrypted. when that is done you can decide if your going to let the info continue. Is it possible to stop cars speeding on the motorway? the true answer is yes. but at what cost? and how? you could enforce a ban on cars being made that could exceed 70, crush any car found to exceed 70, jail those that do. After a while people would start to accept and obey of their own accord, in the meantime aggressive restriction of access to the motorway. Merciless destruction of property and liberty of those found in contravention. etc etc etc  is it likely to ever happen? Only if there is enough -political-will, would the time, money and effort be spent on it. It's exactly the same for porn and the internet, It COULD be done, just because it isn't being done, doesn't mean it can't.  It's just political grandstanding for middle england votes. ditto for immigration,economy,jobs,housing.....
