If the alegations are true it would suggest quite strongly he came here to commit terrorism, which begs the question why? A lone wolf from a country with half a million plus muslims decides to travel here to commit a brutal murder, but then set off some ineffectual bombs which cause about £2 worth of damage.  An odd one, acting alone doesn't ring true but if its a conspiracy to import him as a "hitman" type terrorist then the badly timed/badly made bombs don't ring true.
