Make sure you match it with the correct floor covering as there are different types for tiled or wooden floors. The underfloor heating we've had in holiday flats etc has been excellent and gives a much more even heat, couldn't comment on the bills but it should be comparable. They they both have pros and cons, depends what your floor finishes you're going for and ultimately depends what you want to achieve, warm feet or your main heating source?  But I would say you get what you pay for, don't go for the cheapest option, especially if you're using it for your main heating source.
