The landlord needs a licence even if the house is for sale because it has tenants.

Landlord fined at court

 

A landlord has become the first in Sheffield to be fined for failing to apply for a licence to rent out his property.

 

Javad Mirza, of St Lawrence Road, Tinsley, was fined £750 for renting out a home on Popple Street, Page Hall, without a special permit allowing him to.

 

The Selective Licensing Scheme was introduced to improve housing and management standards in Page Hall, where many homes are rented out and residents have lodged complaints.

 

Sheffield Council made it compulsory for landlords to have licences to make them more accountable for the condition and maintenance of their homes as well as the behaviour of tenants.

 

Michelle Slater, service manager for Private Housing and Property Standards at Sheffield Council, said: "We introduced Selective Licensing to publicly show our commitment to driving up the standard of housing in Page Hall.

 

"We’ve had a significant response – the majority of landlords have now applied for the appropriate licence and we are working with them to make sure homes are consistently well managed and maintained.

 

"But we are keeping our promise and taking firm but fair action on the small minority of landlords that do not gain the appropriate licence and meet the standards we require. We will pursue landlords through the court as we have done and we welcome the result. Let this be a strong message to other non-compliant landlords that we mean business."

 

Inspector Chris Lewis, who runs the policing team in Page Hall, said: "Selective Licensing is an incredibly effective way of significantly improving the living standards for residents in Page Hall.

 

"It forces landlords to improve living conditions for their tenants and prevents issues like too many people living in one address, something which has been a problem in the past. We will continue to work with the council to build on the improvements that have already been made in the area."
