Proposed changes to parking times

Is Planner 1 the same bloke who is giving out Council talk on page 6 of the Star today.

The speak text seems to be the same utter rubbish that is spouted by him on this thread.

Because of the Council's decision making / budget approval process and the need to get the changes in ASAP to maximise income in the new financial year which started 1st April, , the officers carrying out the changes are having to work to very tight timescales and there are inevitably issues that delay them, as they are marshalling resources from several different suppliers, each with their own issues and workloads. The Council are rightly not going to give a firm date for implementation until they are sure they can meet it.

 

Well, can I give the council some info...

 

There is a new financial year every year... if they take this on board, they may be able to plan ahead of time, so that they don't have to say that they are to introduce knee-jerk reaction schemes with no public consultation and then give no timescales.

 

And doesn't the financial year start on the 8th April this year?

Change giving pay and display machines are not commonplace and have only recently come onto the market.

 

Perhaps Panner could advise us of how the council reports this 'gratuity' that the council gets?

 

It is, of course, not subject to VAT as it is not payment for the 'service' we are getting in the rental of the parking space.

 

I hope the council haven't paid VAT on it as this would mean that they are over paying to the government.

It will be no surprise to most people on here that as usual, you are utterly and completely wrong.

 

The overall amount that the Council take in penalties is about 40% of the total coin-box income from parking.

 

The CEO's do not need to hide behind anything and they do not ticket people the minute they go into overstay. A short period of "grace" is given in all cases.

You don't have the full figures because SCC don't yet have a firm date for implementing them.

 

Parking on Sundays will cost you £1 for the full day in any Council car park or on-street parking space in the city centre.

 

As I have mentioned before, they are not charging on Bank Holidays.

 

Not charging for bank holidays?? But private car parks do and the council wants to 'bring things into line' with them. Can only assume this will be coming soon.

The change isn't rightly the motorists, there is a notice on each machine that says no change given. They have the choice to put their money in or not. If they do, they are accepting the conditions.

Of course! tell someone your going to shaft them before you do and its ok :hihi:

 

Pay and display machines that give change are a very recent developement and they cost a lot more than standard ones. A great deal of of Sheffield's machines have been out there for many years and change giving machines simply were not available when they were installed. Most places you go, you will find that pay and display machines don't give change. Change giving machines are pretty rare, I'm only aware of a handfull of placed that use them and the cost is currently prohibitive.

 

An alternative to 'change giving' machine would be one that allows overpayment. Therefore when its £1.50 for 1 hour and you only have 2 pound coins you would get your extra 50p worth of parking if it didnt take you over the maximum time.

Go on Mr Planner- why would this not be in our interest / impossible to have been implemented in the beginning or retrospectively?

Quite. Obviously screwing the motorist again is a priority so this needs to be rushed through as quickly as possible as far as the council are concerned. The arrogance of this council is beyond belief.

The problem is mate he's typical of the sort that works for the council, hence the mess Sheffield is in. 95% of people on this thread and in local papers disagree with the rise in charges but they'll still go ahead with them as they have some sort of superiority complex.

The council will never listen to what the public or business owners are telling them. Hiking up parking charges by 17% will have only one end result.......... people will shop elsewhere ,shops will close and the slow painful death of the city center will be complete.

yep totally agree look at the don valley there should be a enquiry to ask the people of sheffield no its a bullish council its happening so tough really annoys me of the attitude of people in charge of the city .

they dont to listen that the problem just moan about cuts when its happening everywhere. there held to ransom by companies like hammerson etc john lewis

I was in Bolsover today and the car parking there is free all the time.Will it be subsidised or do they do it to keep the shoppers in town?Maybe the Sheffield council could ask them how they do it.

No point, according to planner towns are not decent comparators to sheffield when discussing parking

Well Bolsover is hardly a magnet for retail therapy.It has one small supermarket, formerly Somerfield.It is like saying Grenoside has free parking.I hope Dennis Skinner does not see your post.
