Have you been to or are you planning to go to any wedding fayres? I went to one earlier this month and saw bird cages etc for hire but I don't have any contacts as I was exhibiting not a bride to be. Are you wanting flowers in the bird cages or just the cages? I can get the details for the florist who does the bird cages with flowers in. I might have the contact details of the venue dresser who may hire them out.

For my wedding I went to places like next and got some rustic looking wooden hearts for £3 each and got some ribbon from castle market (cheapest place around!) to wrap around them for my colour theme...might be worth a look, they do plenty of vintage stuff
