Govt backtrack/delay over Benfit cap

I'm not sure if this is a backtrack or a delay as the legislation has already been introduced to take effect from this April and Local Authorities have already contacted people potentially affected by it.

 

Anyway, they've decided to delay introducing the Cap on Benefits to a £26k maximum for all authorities bar the four mentioned in the article (two of which by pure co-incidence suffered rioting last year).

 

Irrespective of the rights or wrongs of this policy, I can't help thinking it shows a Government in a state of panic over this piece of legislation.
