Yes you can.

4 ways

Bought from apple will be unlocked ( price of phone )

Jail broken with ultrasn0w installed ( may require iPad baseband ) (free)

Unlocked via phone shop or service provider ( depends on shop )

Greavy sim card adapter (£5)

If its a phone you've had on contract and your full term is up then I believe your network provider is legally obligated to unlock it for you. Vodafone unlocked mine without a problem, just matter of filling out an online form. Then they send an email saying phone now unlocked, connect to iTunes with a different sim in and that's it. If you bought it second hand then unfortunately they may only unlock for the original owner. Don't know how it works for Pay As You Go though. Some networks will unlock a second hand phone but you have to register it with then and then use their Sim first for a specified amount of time.
