Planner1 Posted November 13, 2012 Posted November 13, 2012 Was the speed limit on Bochum Parkway originally set low because of crossing farm vehicles? Whether that's still an issue now is open to debate. There are also a number of non light controlled ped crossings,but granted you also get these on the Parkway at a higher speed. I asked the same question several years ago. I was told it was made 40 for consistency with the adjacent stretches of road, it was felt that it just wasn't worth having a shortish length of 50mph when the rest of the route was 40. As for Penistone Rd, the last administration agreed to raise it from 30mph to 40mph in sections but this was put on hold due to the spending cuts. From what I read just about every road sign would have to be upgraded to meet regulations for the higher limit, not just the speed signs. It's not just road signs, there are detection equipment requirements on traffic signals when it's a 40mph or higher road that you don't need on a 30. These are pretty expensive and you also have to re-write all of the timing plans for each set of signals and do some co-ordination work, which is pretty labour intensive.

My info is from a colleague at work who has been trained in the provision and design of safety barriers. On new (or revised) schemes you would have to do a risk assessment for high speed roads (50mph is the lower limit for high speed classification) and that risk assessment includes providing protection for street furniture (ie. Lights, signs etc) It would take a very brave (or stupid) man (or woman) to ignore this element of the risk assessment and agree to not protect street furniture in these circumstances. I believe these are relatively new requirements and don’t apply to existing roads with existing speed limits above 50mph, unless you propose to make changes, then they would need to be applied. Therefore they would apply to Bochum P’way if the speed limit was to be increased. I’d guess the road shown in your link was built prior to, and hasn’t had any alterations, since the new requirements came into force. It's the Worksop bypass..can't remember when it was built to be honest..

Ghozer Posted November 13, 2012 Posted November 13, 2012 The reason its a 40 limit is because of the Stable fields either side which house horses @ certain times of the year. If a horse was to jump the fence and run onto the road, @ 40 you stand more chance of surviving than @ 60...

Theyed have to build a bridge for access to a couple of buildings and some stables etc , might even be penine trail ... Dont quote me though ;-)

You could read some of the posts and follow the links that they have helpfully included. The South Yorkshire Speed Management Plan has already recommended an increase in the limit on Bochum Parkway. The reasons for it having been 40 and the reasons for the increase can be found. The implementation is on the back burner because of the costs involved. So .... technically speaking ... the reason that the limit IS 40mph is because the budgeteers say other things take priority.

You've not driven on that road then to have thought "look out for the pedestrian before I gun it out to the motorway" ... One lad was killed there, I believe, some years ago.
