truman Posted November 13, 2012 Posted November 13, 2012 I thought NSL was 60 unless a crash barrier and central reservation existed, in which case NSL is 70? Posted from Sheffieldforum.co.uk App for Android Only has to be a reservation..no barrier required..my question was why does there have to be a barrier for the limit to be raised to 50 when ,in the link above, there is no barrier but it's NSL?
Leah-Lacie Posted November 13, 2012 Posted November 13, 2012 Maybe I'm wrong and its just the reservation, but this particular road may have had its limit agreed to be higher, on the condition that they install barriers, which is why it hasn't been increased. I don't think the other posters meant every 50mph road needs one. Posted from Sheffieldforum.co.uk App for Android

I think a paragraph in this http://www.docstoc.com/docs/116030419/Motorists-Forum-minutes---17th-June-2010---Sheffield-City-Council Suggests "best practice" and a need to consider "deflection" I.e. stopping motorists coming to grief against street furniture (lights). I've always been lead to believe that the deciding factor on Bochum Parkway was the unshielded and hefty lights. Councils don't always get it right or follow best practice, clearly.
Leah-Lacie Posted November 13, 2012 Posted November 13, 2012 It might have a higher than average accident count or something, I'm not sure Posted from Sheffieldforum.co.uk App for Android

Like the ones on the link I posted? Are these types of road under Sheffield council design or a higher entity..?

At least regarding this particular road Posted from Sheffieldforum.co.uk App for Android Peculiar then that the road in Worksop has lights but no barriers..you'd have thought that the rules would be the same wherever...oh well... Up to a couple of months ago this was a 70mph road...it's since been reduced to 50 http://maps.google.co.uk/maps?q=lowdham&hl=en&ll=53.062888,-1.070311&spn=0.047659,0.077162&sll=52.8382,-2.327815&sspn=12.280023,19.753418&hnear=Lowdham,+Nottinghamshire,+United+Kingdom&t=h&z=14&layer=c&cbll=53.062888,-1.070311&panoid=jttLqFmvK575pEm2RADiQg&cbp=12,176.8,,0,5.11
WalkleyIan Posted November 13, 2012 Posted November 13, 2012 Was the speed limit on Bochum Parkway originally set low because of crossing farm vehicles? Whether that's still an issue now is open to debate. There are also a number of non light controlled ped crossings, but granted you also get these on the Parkway at a higher speed. As for Penistone Rd, the last administration agreed to raise it from 30mph to 40mph in sections but this was put on hold due to the spending cuts. From what I read just about every road sign would have to be upgraded to meet regulations for the higher limit, not just the speed signs.

I’d already looked for a link but wasn’t able to find anything. My info is from a colleague at work who has been trained in the provision and design of safety barriers. On new (or revised) schemes you would have to do a risk assessment for high speed roads (50mph is the lower limit for high speed classification) and that risk assessment includes providing protection for street furniture (ie. Lights, signs etc) It would take a very brave (or stupid) man (or woman) to ignore this element of the risk assessment and agree to not protect street furniture in these circumstances. I believe these are relatively new requirements and don’t apply to existing roads with existing speed limits above 50mph, unless you propose to make changes, then they would need to be applied. Therefore they would apply to Bochum P’way if the speed limit was to be increased. I’d guess the road shown in your link was built prior to, and hasn’t had any alterations, since the new requirements came into force.
