The issue here is, what type of cultural change this statistic brings - aside of colour/race etc. If it indicates a rise in the birth of children to closed communities, immigrant ghettos, communities with separatist cultures, then overall, British culture will inevitably change. It's for the individual to decide whether this is a positive or negative thing.

I don't remember reading about many fossilised pre-homo sapiens being discovered in England, ergo, we must have come from somewhere else.

 

Only the person that comes here is an immigrant, their descendants aren’t immigrants.

An immigrant doesn't have to settle somewhere permanently. There's an international agreement whereby someone is classed as a migrant if they settle somewhere for more than a year.

 

I just checked several other dictionaries and they all say the same.

 

A person who comes to live permanently in a foreign country:

 

migrant

a person who moves from one place to another in order to find work or better living conditions.

I have no idea why the number of mothers born outside the UK is even something worthy of reference unless you have a problem with the 'outrageously high' proportion, as it appears that the DM have.

 

The implication that mothers born outside the UK are somehow something less than desirable is very clear, and very unpleasant.
