I have 5ft fencing up and it is at least another 5ft high blocking the light on one half of my garden which is making my grass into a mudpit as it is not getting sunlight to dry it out. You should come to an arrangement with your neighbour to keep it trimmed to a sensible height. Doesn't sound like its affecting living space though so the neigbour has a right to leave it I think. My neighbours hedge is a 18 inchs above my 6ft fence and when I asked the council about it I was told there is no height restriction, but they did make them tidy it up.
