They are a parking management company.  They issue tickets which are designed to make people think they are fines. In fact they are speculative invoices which pretend to be fines.  They are best totally ignored in the absence of properly stamped court papers.  They have just lost a court case under their other name of Vehicle Control Services aka as VCS which again indicates they cannot fine people. If they are exempt why need council permission to park there. They have to be exempted in the traffic regulation order, most councils include the exemption in any order as a matter of course. (Hopefully, politely, but who knows?)  If you were deliberately preventing them - for instance by refusing to move after being asked - then yes, you can be prosecuted. They are a parking management company.  It has everything to do with reading a sign though, or parking correctly between the lines, or not parking in a disabled bay - which those who get these tickets seem to be unable to do so bring the hassle on themselves.  Who cares how these businesses operate. If you actually bothered to read the signs and park to their requirements you wouldn't get a ticket. But that seems to be lost on some people. alchresearch   207 #36 Posted May 17, 2012 A quick Google states the offence would be "unnecessary obstruction / wilful obstruction" and would be a fixed penalty offence.  Its such a shame that people feel the need to obstruct the camera though rather than drive at the posted limit.
