I've used Brian Fox & Sons (based in Millhouses) for gutter work and minor roof repair, and they've been very good. (Also the only firm I found that would work on timber gutters instead of ripping them out and putting plastic up.)

There are specialist companies who do conservatory roof insulation (sorry if you already know this). If you take a look at post #11 on this thread there are some links there to some who of these. Might be worth giving one or two a call to confirm the legal/planning situation.
