I must not be the only person in the world who lost my cards lol

you should be sent one in the post, or go in to any housing office they will give you a temporary book. you dont even need a book go in give your address and pay it they will find you on the computer system glad to see you wanting to py lots dont or wont

the housing office will supply you with a card but you cant pay rent into the offices no more , it is a post office or at a pay point
