I was thinking the same,

 

Is it because living costs are higher down south.

Or are living costs higher because wages are higher.

This so called think tank probably consists solely of those southern softy types that know the cost of everything and the value of nothing. If only they knew, they'd pay handsomely to live in gods own county.

So are the wages actually being dropped for public sector workers 'in the north', or was it just someone 'thinking' they should be dropped?

 

Prob. the later, but it may mean the teachers, firemen, etc wages do not go up by the same % as those down south.
