Why would they be free?  Ther is no statutory requirement for Councils to: (a) provide parking (b) make any they do provide free of charge  At the end of the day, everything has a cost, so even if the Council offered free parking, you would be paying for it through your taxes. It takes me about an hour and ten minutes to get there and the same on the way back. The Council have a masterplan for the city centre, suitable parking provision in the right places is a vital part of it. Â The Council does not own vast swathes of land in the city centre and does not have the money to build multi storey car parks. Many of the surface level car parks that the council run are in fact privately owned sites, the Council leases them until they can be developed.
