Photographers, I need your help

I have come across an old photograph, approximately 13 years old. It is very dark and you can just make out the people in it. Can modern technology rectify this? Unfortunately I don't have the negative. Can anyone point me in the right direction please?

you say its very dark, is there any detail left in the photo especially in the dark areas. Modern technolgy is great but its no miracle worker. Is it colour or Black and white?

it was colour. It's hard to say because I can obviously recognise the people in the pic. Whether anyone else would be able to see what I can see, I can't say:(

Jessops sometimes restore older photographs maybe they are still worth a try you will have to take it in store though!
