Not sure if they're the cheapest but the best I've found is Hillsborough fencing. The website isn't great but the guys in the yard are really helpful.

ive got about 36 square spindles and 4 decking rails spare all new you could ave had for nothing but theres not enough to do it.sorry

Wickes have spindles start at £3 each.

Arnold Lavers are advertising spindles at 99p each if that helps.

http://www.Edecks.co.uk are cheap. 2.4m hand/baserail for £7, and 897mm long, 32mm square spindles £1.17 each.
