Can I ring 101 about next doors dog barking?

Next doors dog has been out 2 days now and constantly barking all day and night.

 

It's driving me nuts.

 

Will 101 deal with this problem?

I fail to see how the police's minor problem unit will stop an animal from making a noise.

So I am guessing it is noise nuisance.

I have tried them. I reported them the other week and apparently because it looks in 'good health' then it's fine.

It is chained up so it can't even move very far. It's been chained up for 2 days.

rspca make me sick, they checked on a dog i once knew, as he wasent been cared 4 was left hours and hours batterd,and never walked but was fat and generaly not ill, 9 months later same dog at my door skiny as anything hardly any fur and crazy in the head

It's so wrong.

 

It just annoys me that we can't do a thing about it. I am going to ring the council tomorrow and keep getting on at them about it.

 

The dog is mental, it attacked another dog 2 weeks ago for no reason. It's outside 24/7 and now they have decided to chain it up.
