I didn't until today, It was the bit of track where lloyds tsb in town (bottom of fargate) is a tram had gone past and was at the tram stop a little up from where I crossed.

 

Probably from the return current from the tram which usually flows through one or both running rails.

Surely the rail is grounded? How would the current flow through Rachel's foot..? Genuine question

Got to be a static shock, although I find that highly unlikely. Certainly not possible to get a full blown electric shock off there.

Yep,for the tram to work the track must be grounded...musn't it?
