Can general elections be fair?

Mathematically, it can be proven that no voting system can ever be 100% fair.

 

(Don't ask me to do it here - I had to read half a book to understand the argument.)

 

It's mostly a question of trying to put in place a system which is least UNfair, but even that is subject to argument as there is no way to quantify the level of unfairness. Also, there's an argument to be made that a system which ensures a viable government is important - our British system is good at this, hence we very rarely get hung parliaments. PR systems are usually bad at it, but they guarantee that the parliament more accurately reflects the voting percentages. The classic example of a bad PR system is Italy, which suffered through forty-five different governments in forty-two years. On the other hand, PR systems do actually work well in some countries.

They can, but currently they aren't as we don't have a system of proportional representation and the government in power adjusts the boundaries of voting regions to suit themselves.
