Actually I rented this vehicle for a festival a couple of years ago and it was fantastic. It provided a focal point for performances and had a built in PA system (I think) it was really useful. As the project was supposed to be funded to 2011 - its finishing 2 years early. Where has the money gone? What kind of contracts did they have to adhere to? In order to overspend this much they must surely have breached contracts???
