They can keep the dog but must do so lawfully , A lot of dogs are kept whilst owners are going frantic to find them .But in some cases that's because the system is failing! anybody who followed Classic Rock's story knows of how much effort she put in to find Jack, but the dog pound failed to marry up both the lost and found reports in a timely fashion, the chip company failed to phone her, and the scanning vet (her own vet btw) failed to get in touch either!
